Lead Mechanical Engineer (Core & Reliability)

As the Lead Mechanical Engineer, you will drive the architectural design, implementation, and lifecycle reliability of thermal management systems across our regional data center footprint. You will ensure that our mechanical infrastructure—from initial site concept to live, active operations—meets stringent uptime Service Level Agreements (SLAs) while seamlessly supporting high-density, next-generation client requirements.

Key Responsibilities

• Design & Architecture: Spearhead and oversee the design of advanced thermal management systems, with a specialized focus on integrating liquid cooling architectures and high-density air-cooling solutions. You will develop standardized, modular mechanical blueprints that allow for concurrent maintainability, continuous cooling, and seamless capacity scaling without disrupting live operations. Additionally, you will evaluate and select mechanical equipment (chillers, CDUs, CRAC/CRAH units) based on efficiency, scalability, and long-term reliability.

• Reliability & Lifecycle Engineering: Embed Design-for-Reliability (DfR) principles into all mechanical designs and deployments, conducting extensive Failure Mode and Effects Analysis (FMEA) during the design and delivery phases. You will establish predictive maintenance frameworks utilizing telemetry and Building Management System (BMS) data to preempt mechanical degradation and optimize PUE/WUE. Following any mechanical anomalies, you will lead the post-incident lifecycle once root cause analysis (RCA) is established, ensuring findings are integrated into future system designs.

• Strategic & Cross-Functional Support: Provide deep technical validation and engineering support for complex client deployments and operations teams, particularly in high-density markets like Singapore. About the Role 

We are seeking a meticulous and technically competent Site Engineer to support our project delivery team in a role centred on Deviation and Anomaly Report (DAR) submissions, site inspections, and close liaison with LTA Qualified Persons Supervising (QPS) and site teams. The ideal candidate brings solid site engineering experience, a thorough understanding of LTA's regulatory and submission frameworks, and a proactive approach to quality and compliance management on active civil infrastructure projects. 

Key Responsibilities 

• Prepare, coordinate, and submit Deviation and Anomaly Reports (DARs) to LTA in a timely, accurate, and well-documented manner in accordance with LTA's submission protocols and requirements.

• Monitor and track all open DARs throughout their lifecycle — from initial identification and submission through to LTA review, response, and formal close-out.

• Ensure all inspection and site activities are conducted in full compliance with Workplace Safety and Health (WSH) regulations and the project's Safety Management Plan. 

Requirements 

• Bachelor's degree in Civil Engineering, Structural Engineering, Construction Engineering, or a related engineering discipline.

• Professional registration with PEB Singapore or working towards PE registration is an advantage.

• Demonstrated site engineering experience on construction or civil infrastructure projects, with a focus on quality management, regulatory submissions, and authority liaison.

• Hands-on experience preparing and managing DAR submissions, NCRs, and ITP administration on LTA or equivalent infrastructure projects is strongly preferred and will be a significant advantage.

• Prior experience in direct liaison with LTA QPS, ER teams, or equivalent statutory authority representatives on active construction projects.

As you will be working on a full stack engineering role focused on building and operatingAPIs and microservices, core competencies such as cloud platforms, DevOps practices, and backend/frontend engineering are mandatory foundations.

Operating at the intersection of full stack development, cloud infrastructure, and platform engineering, this role drives the design, delivery, and operation of scalable backend services and APIs for Singapore’s Land Transport Authority, ensuring solutions are built with engineering rigor, tested thoroughly, and operated with production reliability.

Full Stack Development & Delivery

• Design and build RESTful and event-driven APIs, microservices, and backend platforms using ECMAScript (TypeScript/JavaScript), Go, and Python
• Implement CI/CD pipelines for automated testing, build, and deployment of services on AWS
• Deploy and operate containerised services on Kubernetes (EKS); manage service configuration, health checks, and rolling deployments
• Translate stakeholder needs into well-defined API contracts, data models, and system requirements with full traceability
• Integrate backend services with LTA’s existing infrastructure, databases, message queues, and third-party APIs ensuring seamless interoperability
• Write clean, well-tested, production-grade code with thorough unit and integration test coverage
• Automate data pipelines and workflow orchestration using AWS services and Infrastructure as Code
• Foster cross-functional collaboration among product managers, designers, security teams, and operations staff

Production Implementation & Operations

• Deploy and operate production-ready microservices and platform APIs at scale across LTA infrastructure on AWS
• Build and manage Kubernetes workloads with containerisation, monitoring, and automated health checks
• Implement comprehensive monitoring, logging, and alerting for production backend services
• Integrate platform services with LTA’s APIs, databases, message queues, and network systems
• Optimise system performance, API response times, and throughput to meet latency and scalability requirements
• Participate in architecture and design discussions, contributing to platform scalability and service design decisions
• Implement security, compliance, and data governance including PDPA compliance, encryption, and access controls

System Integration & Maintenance

• Maintain and troubleshoot deployed infrastructure with systematic debugging and root cause analysis
• Monitor system health, implement automated remediation, and respond to production incidents
• Manage service versioning and release pipelines ensuring reproducibility and rollback capabilities
• Provide technical support for infrastructure, networking, and backend service performance issues
• Collaborate with operations teams ensuring reliability, uptime SLAs, and operational excellence

What are we looking for?

• Bachelor’s degree in Computer Science, Engineering, Information Systems, or related technical field (required)

• Master’s degree in Computer Science, Software Engineering, or related field (preferred)
• AWS certifications: Solutions Architect Associate/Professional, Developer Associate, DevOps Engineer Professional
• Kubernetes certifications: CKA, CKAD
• HashiCorp Terraform Associate or equivalent IaC certification
• Other relevant technical certifications
• Core Full Stack Engineering (Required)
• Cloud Platforms: AWS infrastructure and services including EC2, S3, Lambda, VPC, IAM, CloudWatch, ECS/EKS; cloud architecture for compute, storage, networking, and security
• DevOps & Automation: Git version control, CI/CD pipelines, Infrastructure as Code, Docker containerization, Kubernetes orchestration, automated testing and deployment strategies
• Systems Integration: RESTful API design and development, data pipelines and ETL processes, database integration, networking fundamentals, distributed systems and microservices
• Programming: ECMAScript/TypeScript (required), Go (required), Python (required); production-grade practices including automated testing, structured logging, and API documentation
• Platform & Full Stack (Preferred)

• 2–4 years hands-on experience as a full stack or backend engineer building production services with ECMAScript/TypeScript, Go, or Python on cloud platforms
• Proven track record shipping and operating production APIs and services on AWS with reliability, monitoring, and incident response
• Strong foundation in API design, microservices architecture, databases, and distributed systems
• Demonstrated experience delivering full stack features end-to-end from API design through deployment and monitoring
• Kubernetes experience (CKA/CKAD certified or equivalent practical experience) is highly valued
• Contributions to open-source projects or portfolio of shipped software products is a plus
• Government or public sector project experience with compliance requirements advantageous
• Portfolio or GitHub demonstrating shipped software — APIs, services, or full stack applications
• Ability to work with non-technical stakeholders and translate complex technical concepts clearly

• On-call availability for production infrastructure support on rotation basis

Work Arrangement

• Hybrid work model: 3 days onsite at LTA per week, 2 days remote work
• Flexibility required: Must be available onsite on remote days if meetings or operational needs arise
• Location: Land Transport Authority offices, Singapore; occasional visits to GovTech HQ
• Collaboration: Regular interaction with LTA stakeholders, operations teams, and cross-functional project teams
