The Senior / Executive (Training) supports the effective delivery of both the professional and community training programmes by overseeing end-to-end training administrative operations. This role ensures that WSQ and SSG-funded courses, as well as community programmes are administered accurately, efficiently, and in compliance with regulatory requirements.

Duties and Responsibilities:

1. Training Administration and Operations

Supports the coordination of end-to-end logistics for community and professional training programmes.

Supports the smooth class administration ie enquiries, registration process, withdrawals, learners’ e-learning on LMS, attendance tracking, and post-training follow-up.

Supports with scheduling, venue booking and set up, manpower allocation, and training materials preparation, and refreshments

Adherence to training-related budgeting, expense tracking, procurement and payment procedures.

2. Stakeholder Engagement

Serves as one of the key points of contact for learners, organisations, and community partners on training-related matters

Liaises with trainers, facilitators, clients and participants to ensure smooth training operations.

Support assignment offacilitators strategically based on participant profiles and training needs.

Provides timely communication, logistical support, and post-session feedback to trainers and facilitators, as needed.

3. Quality Assurance & Compliance

Supports the administration of WSQ/ SSG-funded/ AIC-funded courses in accordance with SkillsFuture Singapore(SSG) requirements and internal SOPs.

Maintains accurate records and documentation in the Training & Learning Management System (TLMS) andAgency sharepoint.

Maintains up-to-date knowledge of funding guidelines and SSG requirements for operational compliance and audit readiness.

Maintains adherence withinternal finance process, external audit requirements and data protection standards.

4. Process Management/Improvement

Work with the Manager (and/or Senior Executive) to review and refine workflows and SOPs for greater efficiency.

Contributes to digitisation or system enhancements of administrative tasks.

Supports the generation of reports and insights for programme evaluation and funder reporting.

Documents and adheres to best practices to build team capacity.

5. Team and Cross-functional Collaboration

Works closely with other departments of the Agency to ensure smooth delivery of the training programmes.

Supports other agency-related projects as recommended by the Manager or Deputy Director.

Research Fellow / Senior Research Fellow in Programme Evaluation

The Health Intervention and Policy Evaluation Research Centre (HIPER) (https://hiper.nus.edu.sg/) at the Saw Swee Hock School of Public Health (SSHSPH), NUS, is seeking to hire an individual with relevant skillset and experience to lead and support the work in the area of programme evaluation and health services research.

The individual will play a critical role in anchoring the Centre’s Programme Evaluation Unit (Health Services) that will be servicing the Ministry of Health. The individual will contribute to the Centre’s research agenda to support programme evaluation and health services research in Singapore, gaining the opportunity to work with leading experts, policy makers, and programme implementers in the field. They will be expected to perform research administration, conduct formative and evaluation-driven research, and disseminate findings.

The role will require a highly motivated and capable team-player who can engage with incoming briefs and help shape and construct deliverables in a timely manner. As a researcher of the Centre, they will be presented with various opportunities to further develop their skills and experience to ensure personal growth in their career. The role benefits from exposure to many areas of public health ranging from evaluations of patient reported outcomes and experiences to evaluating national strategic plans. This will engage the individual in building professional networks across multiple agencies in Singapore and possibly overseas.

The successful candidate will join an active and supportive team that enjoys working together collaboratively, problem solving in creative and effective manner, and efficiently delivering theory-driven yet applied, practical outputs that will improve population health outcomes.

Requirements:
Applicants are expected to have a doctoral degree from an established University, preferably in public health, health sciences, social sciences, or statistics, with advanced quantitative research skills and strong understanding of Singapore’s health system and landscape.

The grade of appointment will be accorded based on qualifications and work experience.

Applicants with following experiences and skills are preferred:
• Experience leading and managing health services research and evaluation projects
• Experience conducting quantitative research, including design and collection of survey data, processing and analysis of large data sets, and other quantitative methods / data
• (optional) Experience conducting qualitative research, including design and conducting of focus groups and interviews, analysis and interpretation of qualitative data, and other qualitative methods / data
• Experience with overall project management, including ethics applications, project budget, institution administration processes, and junior staff team management
• Driven, collaborative, independent, and flexible
• Excellent written and verbal communication skills
• Well-organised and meticulous
• Strong proficiency in the use of Microsoft Office Applications
• Strong proficiency in the use of statistical software, preferably R or Stata, for statistical analyses
• (optional) Strong proficiency in the use qualitative data software, preferably Atlas.ti or nVivo, for data management and analysis
• Adept at learning new software packages and online digital systems

The appointed candidate will report directly to Dr. Ian Ang and be embedded in the wider team supervised by both Dr. Ian Ang and Dr. Zoe Hildon.

• Monday to Thursday: 8:15am – 5:45pm

About the Role

We are looking for a detail-oriented and organised individual to support the administration of a Training Allowance Programme. This role involves coordinating programme activities, ensuring accurate and timely processing of training allowances, and supporting data analysis for programme evaluation.

You will work closely with internal and external stakeholders to ensure smooth programme operations and compliance with guidelines.

Key Responsibilities

Programme Administration & Coordination

• Coordinate with stakeholders, including government agencies and training providers, to support participant registration
• Register participants and monitor programme updates
• Maintain accurate and timely records of programme activities

Eligibility Verification & Compliance

• Perform eligibility checks using relevant systems and data sources
• Monitor compliance with programme requirements
• Follow up on cases requiring clarification or additional review

Disbursement & Reporting

• Track training completion status and support allowance processing
• Prepare regular reports on programme utilisation
• Coordinate meetings with stakeholders on programme matters

Data Analysis & Programme Evaluation & Others

• Analyse data from internal systems to assess programme outcomes
• Apply statistical tools (e.g. R or similar) for evaluation
• Support reporting and recommendations for programme improvements
• Provide general administrative and operational support as required

Requirements

• Degree in Psychology, Social Work, or related disciplines
• No prior experience required
