Supports the grant administration team in implementing the WSS scheme (Basic and Level Up) to support work skills upgrading of Singaporean lower-wage workers. This includes supporting the implementation of WSS (Level Up) for go-live by early 2026 and the business-as-usual for WSS (Basic) as follows:
- Overall programme management, working with various stakeholders to ensure
(i) smooth operations (ii) adherence to policy guidelines and proper governance, and (iii) risk mitigation of fraud and abuse. - Implement and review communications management plan to engage target audience and encourage take-up, e.g. creatives and content generation, PR & marketing.
- Assess and manage appeal cases and escalated public enquiries, ensuring timely resolution of such cases, including drafting of replies to members of public.
- Generate reports for monitoring of implementation progress and track key indicators (e.g. participation rate, grants disbursed).
- Support the projection of budget requirements and reporting of budget utilisation at regular intervals
- Manage the WSS outsource service provider to ensure services delivered are up to standard.
- Support in digitalisation projects that leverage data analytics and IT tools to improve business process efficiency, service delivery and compliance with governance and audit requirements.
Project Participation:
- Participate in cross-division projects to contribute to the organisation's strategic objectives;
- Any other duties and ad-hoc projects as assigned.
Requirements
Experience:
- Experience in grants administration, data analytics and customer service will be advantageous
Knowledge/Skills:
- Strong analytical and critical thinking skills
- Good project management and problem-solving skills
- Understand public governance and its principles, particularly in grants management policies and procedures
- Excellent communication skills
- Proficient with MS Word, Excel and PowerPoint;
- Any of the following relevant competencies and skills will also be advantageous:
- Data analytics
- Business process review
- Quality service management
- Design thinking
- Communication management and new media
