Job Description

The Centre for International Law (CIL) at the National University of Singapore is a university-level research centre, with the mission of producing cutting edge research on international law. It is also at the forefront of capacity-building initiatives in the Asia-Pacific region through workshops, conferences, training sessions, and academic programmes that engage a diverse audience of government and private sector professionals as well as academics. 

CIL is inviting applications for a Research Fellow position in its ASEAN Law and Policy programme. The Research Fellow will work under the supervision of the Head of the ASEAN Law and Policy Programme, Professor Joseph Weiler. The Research fellow will also work closely with other researchers of the ASEAN Law and Policy Programme.

Applications are open to candidates with and a demonstrable research interest in any aspect of ASEAN Law, and/or the development of ASEAN institutions and the rule-based order. We have a particular interest in candidates with a background in International Economic Law and an interest in the ASEAN Economic Community. Applicants are required to submit a research proposal on a specific area of inquiry related to ASEAN.

The position will commence in November 2026. The initial appointment will be for one year, with the possibility of extension to a second year contingent upon satisfactory progress during the first year.

Responsibilities and Requirements

• To propose and lead a research project on a specific area of ASEAN Cooperation.
• Significant scholarly output (journal articles, book chapters, policy papers and blogs etc).
• To present their research and give papers at academic conferences at NUS and elsewhere.
• To organise capacity building programmes, namely the annual Global Trade Law Academy online and the annual CIL ASEAN Academic Workshop.
• To edit the ASEAN Ideas in Progress Working Paper series.
• To contribute, where appropriate, to CIL’s broader research projects, events and initiatives.
• Subject to the standard NUS terms of annual leave, the Fellow will be expected to be in residence in Singapore throughout the term of their appointment. In addition to annual leave, the Fellow may apply for leave to undertake research and fieldwork overseas, subject to the approval of the CIL Director.

Qualifications

The selection committee will consider the following criteria in making appointments:

1. Applicants must possess a doctoral degree in international law, or a relevant ASEAN-related discipline.
2. Applicants should have a minimum of two-year work experience after receiving their PhD.
3. The primary selection criterion will be the strength of the applicant’s background in ASEAN law and/or integration, and the applicant's potential for excellence in research.

About the Role
The Centre for Epidemic Response & Modelling (CERM) at NUS Saw Swee Hock School of Public Health is recruiting two Research Associates/Assistants to support a diverse portfolio of research projects at the intersection of infectious disease modelling, Bayesian inference, AI, and public health. Projects span AI-driven epidemic forecasting, transmission modelling in the ASEAN region, social network dynamics and use for large language models for public good. Successful candidates will be embedded in a multidisciplinary team working with epidemiologists, clinicians, biostatisticians, data scientists, and public health agencies.

We welcome candidates with complementary skill profiles. One position is oriented towards computational/statistical modelling; the other towards data engineering, visualisation, and software development. Both positions involve hands-on research work and will suit candidates looking to build a strong research track record before or alongside a PhD. The postholder will work with Asst. Prof. Swapnil Mishra (Deputy Director, CERM and AI for Public Health Programme) and engage an active network of collaborators spanning CERM, NUS, Imperial College London, Ashoka University, the Communicable Diseases Agency Singapore (CDA), the National Environment Agency Singapore (NEA), the Machine Learning & Global Health Network (MLGH), and wider regional and global partners.

About the Role
The Centre for Epidemic Response & Modelling (CERM) at NUS Saw Swee Hock School of Public
Health invites applications for a Senior Research Fellow to help lead a vibrant, internationally
connected research programme spanning Bayesian infectious disease modelling, AI-driven
epidemic forecasting, genomic epidemiology, and pandemic preparedness. The postholder will
work with Asst. Prof. Swapnil Mishra (Deputy Director, CERM and AI for Public Health Programme)
and engage an active network of collaborators spanning CERM, NUS, Imperial College London,
Ashoka University, the Communicable Diseases Agency Singapore (CDA), the National
Environment Agency Singapore (NEA), the Machine Learning & Global Health Network (MLGH),
and wider regional and global partners.
This is a senior scientific role with significant autonomy. The successful candidate is expected to
drive independent research streams, provide intellectual leadership across multiple concurrent
grants, and mentor junior researchers. The portfolio spans methodological innovation and applied
public health impact, including real-time surveillance platforms, lineage transmissibility models, AIpowered
decision-support tools, and equitable AI for Public Health in Asian settings.

Key Responsibilities
• Lead and independently execute high-impact research across one or more of the group's
active programmes: Bayesian genomic-epidemiological modelling, AI for epidemic
forecasting, and arbovirus genomic surveillance.
• Design novel statistical and computational methodologies and publish them in leading
journals and present at international conferences.
• Provide scientific leadership and day-to-day mentorship to Research Fellows, Research
Associates, and Research Assistants.
• Take a leading role in grant writing, progress reporting, and engagement with funding
agencies and public health partners.
• Represent the group at national and international conferences; build and sustain
collaborative networks.
• Contribute to curriculum and teaching support for relevant graduate courses at SSHSPH.

Qualifications

• PhD in statistics, biostatistics, computational biology, epidemiology, computer science, or a
closely related discipline.
• Minimum of two years of postdoctoral experience.
• Demonstrable expertise in Bayesian inference and probabilistic modelling; experience with
Stan, PyMC, NumPyro, Turing, or equivalent PPLs.
• Strong track record of publications in peer-reviewed journals commensurate with career stage.
• Proficiency in Python and/or R; familiarity with high-performance and cloud computing environments.
• Experience in at least two of: phylodynamics / genomic epidemiology, deep learning for sequence or tabular data, reinforcement learning, spatial modelling, or real-time nowcasting.
